For me that game is called Hardwar. A feeform game set on Saturns moon of Titan.
The game is now over 10 years old but is still i feel better tham many of its freeform rivals for several reasons: its unique in having the game set on the surface of a planet with aircraft instead of in outer space like Elite, X3, freelancer and a million other freeform games. The AI is still lethal, the pirates in the game are a real threat and give you no chance, you have to either turn and fight or jettison your cargo and run. The AI is the deadliest ive seen in a game and still to be bettered even after all this time.
You can do whatever you like in the game, trading, piracy, bounty hunting, scavenging. You can own hangars where you can trade goods from and repair you ship. You can own different 'moths' (fighter ships) and even skin them with user loaded skins (even modern games dont have this)
The enviroment can be skinned too im using a brilliant artic tundre environment skin.
Graphics are unique if dated, it has a feel yet to be matched, you really do feel like skimming over a crater full of highrise buildings dodging enemy flack.
The game is still being upgraded, the fan base has been joined by a couple of ex developers and are modding the game to be even better.
The music is brilliant with the industrial music by LFO and other techno bands of the 90s.
The cut scenes are brilliant with actual live action with real actors not dodgy CG characters. If you pay a fine in a Police Station you get a smug dressing down by the cops which are hilarious! 'Think of the Police as waiters sir' 'We like our tips' The Police are here to protect and serve, YOU serve, we protect...'
'There, there, i stole some candy bars when i was a nipper,' Only I never got caught ('cuts to a prisoner being beaten up')
The plot is simple: you are a 'moth' pilot, so called because the fighters require light wells to recharge their solar cells. You encounter a strange Ship which knockes out all your systems, slowley from then on the two biggest factions on the planet start to fight each other with small battlefield nukes blowing up each others buildings and things start to go really strange with more sightings around the city of stange ships. You are approached by a resistance movement who are keen to get to the bottom of why the city has gone nuts! Nukes, and aliens and corporate wars...
Its a cool game i love it. I'd love to see an up to date version.

Trivia: one of the Actors is Ben Shepard whos now a presenter on GMTV (he get his head blown off for his trouble in the plot line)
