There is a number of ways, but none is cheap. Basically you will need a device that captures the video signal and converts it to a digital format. I use my Archos 604 + DVR station for that purpose, but it would be cheaper to get a video capture card for your PC. Then just plug your VCR (video out) to the card (video in) and you're rollin'
OR...go to emule and search for it, having the original i suppose it's all legal. At least here in Spain the private copy/back up is totally legal as long as you own an original copy and you don't make it available to others.

just get an analogue capture card and bung it in yer pc. then just torrent buy a copy of Sony Vegas and Bob's yer live in lover, and Fanny's yer Aunt.
i might have an analogue capture card knocking around at home as it goes...

Even simpler, get yourself a cheapo DVD recorder (around £70 or so?), record direct to DVD and then throw it in your PC and rip it to a video file.
Done!

Even simpler, get yourself a cheapo DVD recorder (around £70 or so?), record direct to DVD and then throw it in your PC and rip it to a video file. Done! I second that. I've got a Panasonic DVD recorder (can't remember the model, but it was pretty cheap) and the results are excellent. Careful with pre-recorded tapes, though - most are copy-protected, which means if you try to copy them the signal gets scrambled. There are no problems with either: - tapes you made yourself off TV
- really old commercial tapes made before copy-protection was introduced
You can get an unscrambling device that defeats the copy-protection, but now you're starting to pile spending on top of spending.

I'm pretty sure a basic video capture card will be a lot cheaper than 70€. But anyway, there are enough options for you to choose from.
