Indeed.

Although I think I'll settle on a compromise.

First I'll finish making the game and all the rules and such - but this verison will be a conventional war.

Then when I feel like it, I'll make a second set of rules for nuclear weapons for those who wish to/want to use them.

So you have either option.
Sounds like a plan I think.
